Purpose/Significance To quantitatively analyze the policies on smart health and elderly care，and to deeply understand the evolution patterns of the industry，so as to provide references for optimizing the policy tool system. Method/Process A two-dimensional analytical framework of“policy tool -policy objective”is constructed. The content analysis method is used to code 39 national-level policy texts，and multi-dimensional analysis is conducted in combination with the product and service promotion directo-ries and demonstration pilot lists. Result/Conclusion There are deficiencies in smart health and elderly care policy texts in China，such as an unbalanced structure of policy tools and a weak match between some policy tools and policy objectives. The development of the in-dustry shows significant regional differences，with the northern and western regions lagging behind in the promotion of products and ser-vices as well as pilot construction.
